Meter Project History
In June of 2008 we attended a meeting of the AB198 board to request an extension of the existing grant to fund for the tank 10b project. The board told us that KGID needed to install meters in the existing meter sets that had been part of the water line replacement phase 1. They also stated at that time that the board would be acceptable to the idea of grant funding some of the cost of a meter installation project throughout the district.
To comply with the demands of AB198, meters were purchased and installed by KGID and a metered rate was established. A consulting engineer had predetermined this rate and may not have adequately met all of the different needs of the residents. Although the residents were not charged this rate, bills reflecting what they would be paying were sent out to the residents that had a meter.
At the October meeting, many residents attended and complained about the amount of their bills if we started charging the metered rate.
In November we had a water workshop to discuss the possibility of installing meters throughout the district. At that time we were still under the impression that AB198 would grant 57% of the cost of installing the meters. Nearly 100 people show up at the meeting. Most came away realizing that meters needed to be installed in the district if future funding was needed.
About a week after the November, meeting, KGID found out that grant funding was not available because KGID still had the capacity to borrow from the SRF to complete the project.
This meant that we had to go back to square one and redo all of the costs of installing meters. We have now calculated that with the cost of installing meters at around $3,000,000.
